Felton– Troopers and Probation Officers assigned to the Kent County Governor’s Task Force (GTF) with the assistance of the Kent County Drug Unit arrest a suspect on multiple drug charges.

The incident occurred on Thursday, February 22, 2018 at approximately 5:39 p.m. when members of GTF, the Kent County Drug Unit, and Probation and Parole executed a tactical vehicle stop in the Canterbury Shore Stop parking lot located at 8953 South DuPont Highway.  Through investigative measures, Detectives learned that 28-year-old Russell “Rocky” Thomas of Harrington was involved in the sale of heroin.

Upon Thomas entering the parking lot of the Shore Stop, he was contacted by Detectives, at which point he attempted to reverse his vehicle, striking a Trooper’s vehicle .  Thomas then proceeded to exit his vehicle and a brief foot pursuit ensued.  While Thomas was fleeing on foot, he discarded his jacket along with several packages.  Thomas was subsequently taken into custody and a search of his jacket and the direct route where he ran yielded 24.27 grams of cocaine, 144 white bags of packaged heroin (approximately 1.008 grams), and multiple prescription pills.

 

Thomas was transported to Troop 3 where he was charged with three counts of Possession with Intent to Deliver a Controlled Substance, three counts of Possession of a Controlled Substance, Resisting Arrest, Possession of Drug Paraphernalia, six counts of Reckless Endangering 2nd Degree, and Criminal Mischief.

Thomas was arraigned out of the Justice of the Peace Court 2 and committed to the James T. Vaughn Correctional Center on $70,000 cash only bond
