Overtime List Procedure:

Pursuant to the 10.6.2 of the current FOP contract and in accordance with P+P Policy 11.9, the following procedure will be used to determine the distribution of overtime.

Officers can provide up to two contact numbers for each list.

Each OT list will be continuously rotating. Each time the list is used it will begin with the next name on the list not previously called.

The OT lists will be maintained by each county’s Trustee (one will be designated for New Castle County) and the lists will be updated every three months: January 1st, April 1st, June 1st and October 1st.

Officers who fail to advise their Trustee that they want to be added to the OT list prior to the cut off dates must wait until the next quarter to be added.

Officers can remove their name from the OT list at any time.

The Monitoring Center is responsible for the logging the date and time the officer was called as well as the outcome of the call.

Once approved, the procedure will remain in effect until 4/1/2013 where it can be reapproved without change or modified.

The on-call units are as follows: Domestic Violence, Boot Camp and Electronic Monitoring (EM). EM includes offenders on RF anklets as well as GPS anklets, Supervised Custody and other electronically monitored systems which generate alerts to the Monitoring Center (MC).

The On Call PO may call for assistance by calling officers within their on-call rotation.

If the PO is unable to get the necessary number of officers within their on-call rotation, they will then contact the MC to call the on-call OT list.

The MC will have 20 minutes to obtain the necessary number of officers.

If there is no response or if the necessary number of officers is not attained, the On Call PO can call whoever they want for assistance.

If a PO is called three separate times for OT and they decline, their name will be removed from the list.

The OT list will be used for pre-planned operations where overtime will be offered.

The MC will go down the OT list alphabetically until the designated number of OT slots is filled.

Officers who fail to respond to the MC will be passed over.

If the entire list is exhausted before the number of designated slots is filled, then the person directing the planned OT project can fill the remaining slots as he/she sees fit.
